All One prepaid and post-paid customers can use the "ONE Roam Like Home" service FREE of charge in Kosovo, Montenegro, North Macedonia, Serbia, Bosnia & Herzegovina. If you have activated one of the prepay bundles or the postpay plan rates, you can use their units at no additional cost even in the Western Balkan countries.
After consuming the units of your bundle or plan rate, you will be charged per unit as follows:

Frequent Asked Questions

What does it mean Roam Like Home (RLH) in western Balkans?
The RLH service means that you can use the Roaming service when you travel to Western Balkans countries as if you were in Albania, so you do not have to pay additional fees to make calls, send SMS or use the Internet service during your visit.
In which countries and networks can I travel with zero Roaming tariffs?
The countries of Western Balkans include the states of Kosovo, North Macedonia, Montenegro, Serbia and Bosnia and Herzegovina. Also, you can use your units with all the operators of the above countries.
Do I need to activate anything prior using the RLAH service in Western Balkans?
The change automatically affects all prepaid and post-paid subscribers, without any additional charges for roaming bundles. However, post-paid subscribers must ensure that they have Roaming service activated first.
Does RHL model include even the call I can make from Albania to other Western Balkans countries?
No. Since in this case you are not using Roaming services, but international calls from Albania, and you are charged according to the corresponding rates for these calls.
If my rate plan includes national minutes, how many minutes can I use in Roaming?
All the minutes. So, if your plan includes national minutes, you can call all mobile numbers within the Western Balkans and Albania without limit, at no extra cost. If you have used up your minutes without going into Roaming, you will be charged with the rates according to your plan.
If I am roaming in Western Balkans, does it make any difference if I call, or I am being called by a mobile or fixed number in Western Balkans?
Yes. The RLH (Roam Like Home) model includes zero extra Roaming charges only for mobile-to-mobile roaming calls within the Western Balkans, and not calls to/from fixed networks of the Western Balkans, including those of Albania. These calls are charged as normal calls in Roaming Zone 1.
What about the messages?
It's the same logic. If your plan includes a certain amount of National SMS, you can use them without limit to Western Balkans/Albania numbers.
How much should I pay for incoming calls and SMS?
Nothing. After July 1, 2021, incoming calls and SMS within the Western Balkans and Albania are FREE.
What about internet?
If your rate plan or bundle includes internet units you can use the internet when visiting the Western Balkans countries, although there will be some limits. ONE will offer you a certain amount of internet volume or you will be able to use your entire bundle at no extra cost depending on your rate plan/bundle. What happens if I exceed this limit?
For each MB consumed, ONE will charge according to domestic rates. Prepaid subscribers according to the price 9,994 ALL/MB, and post-paid subscribers with 1.14 ALL/MB. You will be notified when you have used up the internet units included in your rate plan/bundle.
If I have no units left from my rate plan when I travel to Western Balkans, what happens?
In this case you will pay according to the rates scheme within the country.
If I am in one of Western Balkans countries and call a number outside of these countries, what happens?
This case is considered Roaming outside the Western Balkans and will be charged according to the rates of Roaming Z1. The same thing happens if you call a fixed number to Albania or Western Balkans.
Can I receive incoming roaming calls in Western Balkans if I am a prepaid mobile user and have consumed all valid credit on my account?
Yes, because the same mechanism is applied as in Albania, that incoming calls are free, and you do not need credits as long as the SIM card is active or limited only to incoming calls.
Is there any deadline/ time limit for using my mobile phone in roaming in Western Balkans to benefit from RLAH?
If you have more presence (over 50%) in Albania (connected to Albanian mobile network) than in the Western Balkans, or you use your mobile more (over 50%) in Albania than in the Western Balkans, you have the right to use/benefit from RLAH in the WESTERN BALKANS. However, if ONE has evidence and determines that in the last 4 months you spent most of your time (over 50%) in the WESTERN BALKANS and consumed more (over 50%) mobile service traffic in the WESTERN BALKANS, ONE has the right to send you an SMS and will ask you to adjust your traffic consumption to the fair usage policy. If this does not happen in the next 2 weeks, ONE has the right to charge you additional roaming charges as follows:
- 94 ALL/minute for outgoing calls
- 97 ALL/minute for incoming calls
- 23 ALL/ outgoing SMS
- 95 ALL/MB for internet
Will the new rules be valid if I live near the border with one of Western Balkans countries and my mobile is often connected to a foreign operator?
As long as your phone connects at least once a day to ONE network and we know you are not a resident of another country, you will be able to take advantage of the new rule.
Is RLAH service available to Machine2Machine (M2M) services?
No, services such as GPRS, Intranet, Data SIM are not part of the Regulation for Free Roaming in the Western Balkans.

  • Outgoing National Calls and SMS are all calls generated from the countries of the Western Balkans and terminated in the mobile operators of Western Balkans countries and Albania. "Other destinations" are fixed operators in Albania & the Western Balkans as well as other international countries and will be charged according to the above table.
  • Incoming calls from Western Balkans mobile operators and Albania are FREE. All other calls terminated from other countries (fixed operators in Albania/Western Balkans and other international countries) will be charged according to the above table.
  • Outbound minutes will be charged firstly for the first 60 seconds and later will continue for every second.
  • Inbound minutes will be charged firstly for the first 30 seconds and later will continue for every second.
  • Internet will be charged for every 10 KB.
  • All post-paid subscribers, new and existing, who will visit the Western Balkans countries will be able to use the units included in their rate plan (national minutes, national SMS, Internet) for FREE as if they were in Albanian territory, deducting them from the relevant plan rate according to the Roam Like at Home (RLAH) concept. The consumption of minutes, SMS and MB units will be carried out according to the scheme within the country.
  • ONE has the right to apply the Fair Use Policy of the Roaming Data Service according to AKEP Regulation.
  • The State of Kosovo, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia will continue to be included in the current valid Roaming bundles and will continue to be offered on the market as a very good alternative for customers of ONE. (All WB networks are included in these bundles). In these cases, units included in the program with the RLAH concept will have priority over Roaming bundles.
